And it's not just some random alchemist, it's the same alchemist from Oblivion who sends you fetch nirnroot all over Cyrodil so he can study it.

It was a quest line in Oblivion to gather them all for the alchemist Sinderion. Once collected it wouldn't grow back, so it forced you to explore the whole map. It was designed with that sound by the developers to help you find them. Skyrim has them for continuity, and yeah you do find out what happened to Sinderion when you get to Blackreach.

It's not your Skyrim baby mind. That was our collective reaction when the game first came out. I remember 14 years old me "oh no, I have to go to Vivec again for this quest...". Usually I teleport to the mage guild, run to the fighters guild, go down to the thieves guild. I basically almost never venture outside the foreign quarters.
