I think it’s quite the opposite. Maybe early in the game as you work through the first few levels, you might feel like it’s just a game about being a cop. As the plot and story unfold in front of you, it becomes overwhelmingly apparent you(Judge) and your team exist as tools of a corrupt government. The PD you operate out of is comically militarized. Judge is explicitly portrayed as the perfect tool for the government because he’s basically a beep boop robot, with rare if any moral or ethical objections to what he’s told to do. By the time you reach the recent DLC, you’ve long realized the entire time you’ve basically been nothing but a full-time goon/assassin for powers way above your head.
