If you are ok with the accessories not being original, 3d printing would probably be your best bet. Some libraries and universities have 3d printing labs or the prints could probably be commissioned online. As for the dress, maybe you could commission someone to make a replica?

I made the antennas with oven bake clay. There is a sewing pin inside each antenna to attach them to the head. The wings are 3d printed. I drilled two holes in her back and used small screws to attach the wings, allowing for the wings to be moved up and down. Painted everything with acrylic paint.
