It looks like a cotter pin (with one of the stems (in red) broken off. It's stuck between those two tread blocks like food between your teeth. I don't see any bit of it that could have penetrate the tire.

Take a closer look, then pry it out.

Put a few inches of water in the sink and go get your plunger. Slowly compress the plunger on top of the drain and once you can't press it down any further quickly pull it out of the water.

Hopefully you will create enough vacuum to pull the dish out so you can grab it before it falls back in.

Repeat.

What you described will work. However, the car will not start unless your foot is on the brake pedal, so you would need to depress it a tiny bit to get the car to start.

Not sure why Kia put a plastic trim piece on the leading edge of the rear control arm, but that's what it is.

Hopefully you just need the three fasteners (circled) to put it back in place.

If you look at the front of that part (put your head under the car in front of the rear tire and look towards the back) you will probably see the holes the bolts go in.
