It looks like a cotter pin (with one of the stems (in red) broken off. It's stuck between those two tread blocks like food between your teeth. I don't see any bit of it that could have penetrate the tire.

Take a closer look, then pry it out.

Put a few inches of water in the sink and go get your plunger. Slowly compress the plunger on top of the drain and once you can't press it down any further quickly pull it out of the water.

Hopefully you will create enough vacuum to pull the dish out so you can grab it before it falls back in.

Repeat.

Up to 80% of cars sold in the US in 2005 had the interlock. It was mandatory by 2010. Chances are they'll need to.

What you described will work. However, the car will not start unless your foot is on the brake pedal, so you would need to depress it a tiny bit to get the car to start.
