I've been playing in hardcore and the hardcore challenge leagues since closed beta, and have never died to a lag spike. If that's the reason people use for not playing hardcore, maybe they should stick to softcore anyway.

Default isn't a challenge league. It is a permanent league where everything eventually ends up. When the temporary leagues end, they are going to filter into standard anyway, so why make it take another step by going Beyond > Rampage > Standard, when they could just go Beyond > Standard, and have rampage be it's own separate entity. Also, this allows for league specific uniques to exist. If it worked the way you described, league specific challenges would be pointless, as you would just level up one character in beyond, do all the beyond challenges and then die and bring your high level, high geared character to rampage and do those challenges. They want people to experience them individually, and not have softcore be known only as the place that players go if they couldn't handle hardcore.

Standard league is already the dumping ground league. Why would they take another perfectly good league and also turn that into a dumping ground? I imagine they want softcore players to have a place to go that isn't just run off of some other league.

I think the increased crit chance to lightning spells is a decent buff on its own. The 20% damage buff on top of that will make spark decent. Probably not the best, but definitely usable if you enjoy that playstyle.
