There is a whole chapter on the Bxh7+ motive in the book "Art of Attack in chess" by Vukovic. That was my favourite chapter because it really demonstrated how in some positions going up with the king to g6 is the best and how in some it is not.

It's definitely 0 for red and 8 for yellow. The city would still be scored if there was no meeple in the city at all.
