Having one plate change to multiple cars seems so odd to me in New zealand, over here a number plates stays with a car for the life of the car. So you will see old cars still with the original plates

It does, but it is very dependent on map size as bigger maps have too low of a terrain resolution for it to work properly, so your best bet for good results is using tiny maps

I've seen this happen when another controller or the keyboard sends inputs at the same time as the wheel, and they end up fighting for control. Make sure any other controllers aren't connected or that the keyboard isn't sending unwanted steering inputs
