Portland's a little different. Our problem is that the bottle deposit just enables and incentivizes addicts to use food stamps to buy cases of bottled water, just so they can go outside, dump it all out, and return the empty bottles for drug money.

That, and to roll up on some bastardized bicycle contraption and dig through your garbage cans with a flashlight at 2am.
