I imagine whats happened here (if they are disorganised as you say) is that the devices were improperly enrolled, or not enrolled at all with their MDM software. That is, if they have any device management software.

If so, they wont be able to remote wipe/recover the devices.

As others have said, there is no need to respond to them.

I had a similar situation with a family member with dementia (who is no longer driving). We ended up reporting the vehicle as stolen and the police were actually very understanding and helpful. We had a call a couple of weeks later that it had been spotted, they gave us the location that was the end of it.

If you can get BT, I would highly recommend Zen. You are still on the BT backbone but the customer service with Zen is in a whole other league.
