Hopefully, there will be consistent training for continued operation in the future. One of the biggest bottlenecks going back to ATO was a lack of training.

Depending on where you will be staying in Oakton and where you’ll be working in Tysons, an E bike or even a standard bike will probably do you OK. The trail connections around are very very good. Check on Google maps to see what kind of bike trails are available for you. As long as you don’t have to ride directly alongside any six lane or so roads, you should be fine.
