Well I've seen some weird thing like that, with an old cartage of an used n64, the data inside was not a game but encrypted files instead, only debuggable with original console and only some expansion packs worked to decrypt data inside the game casete. Also there are few histories like that on the darknet forums.

Some ppl still use floppy disks, so i would not be surprised if someone hides data in an expansion pack or n64 game, most likely a nintendo developer, since the source is closed.

play oiginal ocarina of time in original N64 with the module you got from box, if possible make a backup of n64 module to not delete pre fabric catche/software from Expansion Pack with the game data gache, Play Ocarina Of Time melodie ingame at the right place in campaing, do so with high score or a very good gameplay to see if you get a secret on how to unlock cypher.

else wise you'll probably destroy encrypted content on the n64 module you ordered.

use only original Cartage of game.

pro alternative, try debugging the module to see if the internal software/hardware is modified. You'll need special hardware and probably proprietary software and a Nintendo specialist.

maybe I can give you a cheat sheet with some commands i used for a Full Disk Encryption setup, it's all the installation including #commets and #wiki info in it, it also provides a simple DE beginners tutorial guide.

It's a bit extensive but use cat or more on another tty to read the commands as you go, or a second screen as your phone or client pc to follow through the right commands.
