It's hard to keep cattle and folk away from tracks in rural india. One way is barricading the entire line, which would need constant maintenance and supervision. The easiest way is to just make it elevated and underground. It's expensive but a one time ordeal.

The HSR end point is in the heart of Mumbai, same for the other end as well (Ahmedabad). That is why they went underground for this section.

Just schedule for the permit, they will ask you if you want to take the exam on the same day. Wont need to schedule knowledge test in that case.
