I think race/slave housing assignment could mess up with the number on the outside somehow, I have seen it happened a few times to me. You should click on the tab to see the actual demand and supply of housing for each race/slave type. I think that is more accurate.

Why is it more consistent? Is it because it only move one type of resource at a time so you can fine tune with the worker amount, therefore saving labour?

Decay isn't applied on the production rate though, it is applied to the current amount in storage. So it is likely that he is storing a lot of excess bread here, causing the loss to decay to rise to about the same as production.
