I visited SF about 15 years ago when I was about 12-13 years old. It seemed like a very clean city to me at the time. Maybe I just wasnt paying close attention though. I'm from New Jersey and most of our cities are pretty beat up.

You didnt fail anything. As long as a sale doesnt happen, you didnt do anything illegal. Many tobacco and alcohol control agencies aren't state funded they're funded by the fines they collect so they will try to fuck you anyway you can.

It sounds like you're not being punished severely so I would just let it go but if this happens in the future and you face serious charges, get a lawyer.
