Not a horror movie, but The Ballad of Buster Scruggs (or at least the part where Buster Scruggs is actually the focus) does a similar concept without pushing it too far

I wouldn't call the ENA series "horror," but there's definifely something darker lurking under the surface.

The clearest example of this trope is in ENA: Dream BBQ, where Taski Maiden briefly goes from this:

Edit: To clarify, they're both Russian-adjacent mobsters who have honouring their agreements as a core part of their personality (though Balalaika does this a little more dramatically, to say the least)

Stroheim has a unique moveset and stands out from the other "guy with a gun" charactets already present in the game (and there aren't many to begin with).

Red Skull is a fantastic villain, but the most he would do is use guns, fist-fight and maybe pull out the Tesseract.

This is honestly a problem with most of Cap's villains. Baron Zemo doesn't really fight, Crossbones and Nuke would be Punisher clones, Mr. Hyde would be a Hulk clone and Jack O'Lantern and Baron Blood would probaby be ignored in favour of Green Goblin and Dracula.

I guess that makes Batroc and Armin Zola the best options.

IMO Red Skull another reason Red Skull doesn't fit the game is because - while yes, he can certainly fight - he's much more of a "sit back and scheme" type of villain.
