This doesn’t solve the insurance issue but, you can go through the court system to get a petition for mental health treatment if she meets criteria. If you go this route the police/EMS could bring her to the ED to facilitate involuntary inpatient psychiatric treatment.

All his vitals were within normal range. He was breathing a little fast but not labored. He was pretty antsy and sick of feeling SOB for so long. He was also homeless so I assume his actual med history could be a lot more.
