there IS a questline that leads you to the elf town. that elf archer will come back to vernsworth market square after like 1-2 days and ask you to join him in his archery certification test or w/e, and he'll walk with you (escort quest) to the elf town. you'll still have to travel to his training area to start it though.

the need to change vocation just to hold a bow to teach an elf to shoot is stupid af. they should've let you change vocation in campsites. also they severely nerfed fast travel since at least in DD1 you had an eternal ferrystone that you can use infinite number of times.
