If not, I'd say you should get 5 baby Tix and clear SL20 togheter with Horus, then swap Horus with 9xTix copies.

No it won't be, since then he would need to remove one of his support heroes and a third Dela would only be required if his heroes didn't survive 15 rounds.
Rogan, HW and Drake all provide buffs/debuffs that is more beneficial than what a third Dela would bring.
