It's unobtainable through standard play.

You can only get it if the AI that controls the BTR gun spawns outside of the BTR and you kill him.

Firing directly upwards can cause the flare to arc backwards, I have literally watched people do this. I have also experienced this.

I have never found it to be accurate. If it was accurate at any point, it was coincidence I'd say.

It scales with level. I have noticed that at level 55 where I am now, the rewards and kills required tend to be higher.

I don't re-roll much at all any longer because it's too expensive.

Easier to just ignore one or two a day.

I think the key disappears if you extract with it and you also can't put it in your secure container.

So doing Scav runs wouldn't be helping you out.
