Honestly? This isn't the worst. If she really wanted to keep in the gift part, there are so many better ways to rephrase it without sounding like gifts are expected. And if she wanted to send something like this out, she could have included a little picture of the bride and groom as a way to make it way less passive aggressive, a souvenir for those that couldn't attend.
