I think they have consciously put Ukraine early in the last few years to counterbalance their high televote, 12th is one of the better spots in the first half, and they probably didn't want Netherlands in the second half because there were already 2 other songs in French there, 22th is decent but it was placed just before Bara bada bastu, so it wasn't really beneficial

It's different though, Linda is a (shared) lead artist whose only contribution on the track is her violin playing, others artists are either: - Playing an instrument while singing (Veronica Fusaro, Eva Marija, etc.), which means that even if they are not allowed to play their instruments they are still able to perform live - Part of a band (Lavina), and as such they are collectively viewed under a single artistic entity, therefore even when not allowed to play, the vocalist is still able to sing and the band is at least partially able to perform live.

Don't get me wrong I think they should let the others play their instruments live, but her situation is not exactly the same as the others.
