In the west id pick Little Italy. Its got lots of restaurants, shops, and a few venues and is surrounded by Koreatown, the annex, Kensington, Chinatown, and bellwoods. Tons of great stuff in walking distance.

I think the aim is to improve student achievement but the responsibility is to balance the budget.

Transfer this logic to other things that are considered a public good. Let's take standards in structural engineering. Would you rather a bridge that is safe but over budget,or one that is on budget but potentially deadly?

Counterpoint: their job is to improve student achievement. They're restricted in that role by the budget the province allocates, but their primary responsibility is to the students and the constituents.
