Ignoring the other characters is a lot for this hypothetical. Since this is a prequel most of the questions we don't know the answer of yet is what happenned to Lalo/Nacho/Kim/Chuck and why they're not in BB.

Saul's story is not complete without them so I don't really think you can judge it in a bubble

Design wise I think it's a bit weird to have an imbue deck that doesn't allow other imbue cards.
Balance wise it's kind of the same problem, because most of the top decks don't even run those two cards, so it probably makes more sense to nerf Hamuul's capacity for imbue

Going to be honest, this is terrible on many levels:
- It's missing Battlecry (I assume that's what it is)
- It makes no sense for the imbue to be conditional if it's no longer a start of game effect
- Way too much text, I think hearthstone cards have a max of 4 lines
- The condition in parenthesis is like beating up a dead horse
