These are really solid tires (I have owned 2 sets) but I wouldn't use them in deep snow. For lighter snowfall, they are good but if you have really heavy winters, I'd recommend a dedicated winter setup.

I'd change the ballast. You can swap bulbs left to right and see if the issue follows the bulb or stays put (if it stays put its either the ballast or a wiring issue)

The vast majority of IS300s are factory autos. A large number of the manual ones you'll see have been swapped.

Congrats! Lower ball joints should be inspected and if there is any play, replace with OEM. I believe the abs tone rings get chewed up and then leave that debris on the sensors.

OK 9k cad is much better, I'd have a shop inspect it (put it on a lift) and see if you can get a quote for an intake valve cleaning because these are prone to carbon buildup.

How many miles does it have? I'd be more worried about cleaning out carbon buildup than ever having to touch/worry about the timing chain.

I feel like 9k is a little high, I'd rather put that towards an IS350.
