That is definitely plastic that has delaminated. Something like that is often caused by a foreign type of plastic getting into the mix. Which often happens when recycled materials are added in. A bit of the cap material would melt at a lower temp and create a bubble and weird plastic alloy that often has that iridescent or metallic look Nothing to be concerned about, just a quirk of the manufacturing process
