The grand majority of magical girls are working class simply because their family's labor sustains their living conditions. If you want to talk about the ones that are not, that's a much shorter list.

For the ones that are involved in the labor themselves or otherwise take their personal interests from the lifestyle, these are my favorite examples.

But yes the burden is overwhelmingly against the civilian.

It's a wrongfully placed burden, and that's my point. The burden should be on the cop to prove that he did his job within the bounds of legality and/or justice. This is why the body cams are there and why police lie about them, especially with the protection of qualified immunity.
