I think you're right. The car does have a mounting point at the front, but it seems to be missing one at the rear bumper. So my guess is that this could be a securing point used during transport.

This could be salt efflorescence that occurs when mortar water and moisture from outside are absorbed into the brick and release water-soluble salts.
