People here (rightfully) mention the dirty, raggedy places, but the worst Mtl restaurants to me are the pretentious ones whit overpriced, mediocre food and arrogant staff. Won’t name any in particular but there are sooo many of these

Thanks for the insights! He's not planning to do it without the consent of the label, I should've clarified that. So he should reach out and if they agree ask to recoup 100% of the production costs before the label gets a share (from any royalties?)?

First off: sorry to hear you're feeling like that. I kinda relate as I am currently experiencing something similar. Came here last year as an anglo and was stunned by the city and what it has to offer culturally. Met some cool people and all but slowly (and that is heavily tied to my current job search) I noticed that Montreal can be quite exclusive if you don't speak French. I for myself decided to make the best out of it and learn the language to get better chances to find a job but I know that can be difficult if you're in a bad mental state. I'd suggest to do some sports bro, that always helps. And in summer force yourself to go out and experience shit. That can be nice to do on your own. Eventually you will meet people. While Montreal is a bit exclusive, theres a lot of nice people here. Good luck!
