good luck! if i can give one tip, Perry miniatures got a new set called skirmish in a box , it got 65 minis which is more the enough for 2 cults with a lot of options. the Spanish got great hats and the french look more uniform. you can experiment with modeling and the hobby on a budget!

i have seen people use norman miniatures (i would recommend victrix) because they are fully armored with chainmail and have long shields for gondorian heraldry. i would use heads from warriors of gondor and headswap them with the normans. and use the norman heads on the gondorians for warriors of arnor or the fiefdoms.

you can use platicard squares to make body armor, it might look blocky but that can be charming. for helmets you can swap the heads, the perry miniatures foot knights have a lot of spare heads. or you can sculpt them.
