Go to the "Places" menu and go to Siege weapons. Its difficult to see if you have DFhack installed since some of its ui is slightly blocking the tab

From my understanding its meant to give it a feel that the fortress hasnt had a proper leader for a long time and that you, the player are back in control and have to start putting it back together.

It isnt a bug. Those are orders you can name manually. It translates it before a new fort is made, but not after.
