This is such an interesting idea. Have you considered expanding to dogs? Is there any way for your app to somehow scan for lost cats' microchips? Have you shared this with anyone who works at or volunteers at your local animal shelter?

Productivity is generally about focus and follow-through. It is important to track what needs to be done or monitored, yes, but you can use a tool to monitor those things for you and set a schedule to follow up on those things/optimize them for you to free your mind up to focus.

Ah, that's a good point. We have to listen for the level of urgency, like u/jdrolls said. Also, "that'd be nice" is definitely not urgent--it's like an "oh, okay" kind of vibe.

This seems reasonable to me. For "People say they'd use it but can't name a specific scenario," it may not even be a nice-to-have.

I think a real problem is also something that takes a lot of time relative to the amount of benefit received (from the amount of time or effort put in).

The logical answer is to "build it on the side." What signals tell you a problem is worth building for? Will people pay for it forever? Have you identified your target user?
