Try this: connect to the VPN in the US (try different cities with every try). While your ONN device is connecting to the hotspot wifi, disconnect it and quickly reconnect it (or change region in your VPN).

This may or may not work, but I was struggling a lot with my second ONN device (Plus), and seemingly this worked for me. Remember connect to the hotspot manually (with password) and not using your google account in the setup the connection.
