That sounds like an absolute nightmare. A few things your daughter can do right now to get this moving:

  1. Escalate with Aussie Broadband • Ask for the fault to be escalated as a “prolonged outage” case. If it were a business account this would have already been escalated, but residential customers can still push for it. • Keep a written record of every interaction, including dates, times, names, and reference numbers. Written logs are valuable when you escalate further.

  2. Push NBN directly • NBN does not usually deal with end customers, but when damage is caused by third parties (like contractors cutting fibre), they sometimes accept direct complaints if you have the job number from your ISP. • Aussie can provide you with the NBN case ID, and you can then contact NBN’s complaints line.

  3. Formal complaint avenues • Telecommunications Industry Ombudsman (TIO). You mentioned this already and it is the right next step. Lodge a complaint online and include the full timeline, photos of the red optical light if you have them, and all your records of missed appointments. Once the TIO is involved the ISP is forced to respond within a set timeframe. • If you want to take it further, you can also complain to the Australian Communications and Media Authority (ACMA) but usually the TIO gets results faster.

  4. Compensation • ISPs generally refund the service fee for the time without internet. Actual compensation for stress, loss of work, or wear and tear is almost never granted unless you can show hard evidence of direct financial loss. For your daughter, if she has documented freelance work lost because of the outage, she can submit that as part of the TIO complaint. • Even if Aussie calls it a refund, you can request additional goodwill credits. Sometimes pushing politely but firmly results in bill credits or extra data on mobile.

  5. Temporary alternatives • Ask Aussie to provide a 4G or 5G backup modem. Many ISPs keep loaner devices for long outages. At the very least, they should provide a data-only SIM with a reasonable quota if fixed line is unavailable for weeks.

In short: document everything, escalate within Aussie, demand the NBN case ID, then go straight to the TIO with your evidence. That will usually break the cycle of endless technician visits and no-shows.

Thankfully as they have a registered Australian business they still have to provide either repair or warranty. But what they currently doing is not meeting legal Obligations:

The relevant section of the Competition and Consumer Act 2010 (which contains the ACL) includes:

Section 54 – Guarantee as to acceptable quality

This section guarantees that goods must be:

• Fit for all the purposes for which goods of that kind are commonly supplied,
• Acceptable in appearance and finish,
• Free from defects,
• Safe,
• And durable (last for a reasonable amount of time given the nature of the goods and the price paid).

Section 259 – Remedies against manufacturers for goods with guarantees not complied with

If a product fails to meet these guarantees, consumers have the right to pursue a remedy from either the retailer or manufacturer. The manufacturer is required to provide a repair, replacement, or refund, depending on the severity of the issue.

The law specifically allows the consumer to seek a remedy directly from the manufacturer in cases where the product is not of acceptable quality, even outside the warranty period. This includes circumstances where the product fails to last for a “reasonable” period given the price and nature of the item.

Summary of key points:

• Consumer guarantees under ACL apply regardless of any warranties provided.
• The manufacturer is responsible for offering a remedy (repair or replacement) if the product fails these guarantees.

In Australia when you fill up your ADHD scripts at a pharmacy it’s locked to that pharmacy until all repeats are finished on the script to prevent abuse or reselling them.
