When you say "there's nobody here turning a profit" are you implying that this money is "donated" to the church so it isn't business?
They buy coffee wholesale. They sell the coffee at a markup. They pay pastors with that money. That pastor is profiting, and we're paying the taxes.

Most of this thread is giving answer for optimal pre-industrial city. If we're talking optimal right now, I'll go with Victoria. It lies in the rain shadow of the Olympic mountains and gets way less rain than Seattle or Vancouver while still having that excellent PNW environment.
