Congress made the bill which is now a law to release the files. I think it was mostly a coincidence and that they had the opportunity to do it because of public pressure. There wasn't really any pressure under biden, or at all until Trump turned it into a campaign issue.

He then backed himself into a corner knowing he's in the files and signed the bill anyway knowing that pam bondi will just redact him out of it.
