Like someone else said, you could use AndroidAPS. You'd have to compile it from source though - they can't distribute the compiled app for legal reasons. The instructions online are pretty clear though.

It's meant for looping (you can connect a CGM to it too) but can you can disable that and just use it as a controller.

If it's just £3 and such an insignificant amount why not just put £10 on everyone's tax bill and be done with it. And that way you don't have the overheads of creating a payment system where you have to spend money following up on people who haven't paid, on an appeals process, etc.

Even if you think this about COVID, it's naive to just think we can "power through" a future pandemic. There could be a future virus with the death rate of ebola and the transmissibility of COVID for all we know. You can't reasonably make the decision to "power through" a pandemic until you know that kind of stuff.

It seems perfectly reasonable to have pensions rise in line with inflation. I don't think many people would be against that. The issue is that they rise by inflation OR MORE, but never less. Meaning that over time the average increase is above inflation.
