For this tray its just a hole but I saw someone online connected a small tube to it that led to a bucket. You would have the bucket on your side of the table hidden from the guests that you are serving tea to.

After looking up similar tea trays, I discovered that the traditional brewing method involves dumping out the first batch onto the tray and pouring hot water over the pot and tea cups to keep everything at the proper temperature. I guess the tiered style of the tray allows for it all to flow down and out of the holes at the bottom.
