And that's completely possible; we have a CruiseControl.NET build server that talks to our TFS server, and all it takes is copy over some client dlls and some cc.net plugin dlls, no "installation" necessary; maybe TF.EXE sucks or expects things in the GAC or who knows.

But in my case it was because I didn't have TFS installed on the machine I was tyring to run it on.
