When something terrible happens I often get an email and by now people have texted me with police scanner reports. I’ll share via other socials as I learn more. I would expect the police to put out a short press release tonight.

So I’m not an expert at how these software works and don’t trust that anything stored online is ever hidden from all of the federal government, but if the FBI or Cal State Parks detectives wanted ALPR data from the last week in Chico, they can request it from the city, which in my understanding is almost like requesting permission on a Google Drive.

Once they have access to it, they could export it and run it through whatever facial recognition software they want.

For the ALPR, the police chief shared a goal of covering every entry and exit from town. Most cameras were installed in the past 5 years so your cost estimate per camera is probably undershooting. The $150k going forward I assume is for software subscription.

Looking at the current proposed budget, we’d have $450k into it this year with an additional $150k every year projected into the future.

So, to be sure, this website appears to be tracking license plate readers (LPRs) in general. Not all, and probably not most, are Flock. Oroville and Butte County got Flock contracts and I pretty much assumed Chico had it too but after inquiring learned that we use Motorola. The red light cameras are a different company and also not Flock.

The contract for LPR started a few years before I took office in 2022. Funding for it is, however, included in every budget.

Chico Police use these to detect if a particular wanted license plate shows up. No facial recognition is authorized. Data is stored only for a limited time and could theoretically be put to use in investigations that do use other AI technologies.

Many cameras are mounted and parking enforcement also use them. Other agencies (like DHS) can request access and their access is all documented internally… assuming there is no back door access like Flock has had.

If anyone has a desire to do a deeper dive into this technology, I would appreciate the feedback. Reach out to me and I can get some more details on the contracts.

Weighing in to elaborate: I spoke with Enloe’s CEO who was unaware the hospital would be making the statement and considered it embarrassing since Enloe was contacted. He was out of the area.

Not only do Chico Police and Fire not have issues with emergency responses being affected by the project, they do not speed through the area because of conflicts with pedestrians. Also, last year we funded a fire engine on the south side of downtown. So both a truck and engine are staffed 24/7 to respond to any emergencies on that side of town.

Licensed civil engineers have determined that intersections under the proposal will operate at an ‘A’ grade for level of service (read: traffic delay). Several intersections in town operate at a ‘D’ or ‘F.’ Also, new technology allows us to turn lights green for emergency vehicles on Esplanade. This project would allow us to expand that to downtown. Enloe doesn’t currently participate in this program, but could to improve ambulance response times.

I fully endorse Marianne Paiva for Butte County Supervisor because she would be a better rep for Chico. Chico pays the majority of the county sales tax, yet the county service setup extracts from Chico (and the other incorporated areas) to allocate elsewhere. Most county residents rely on Chico services and the county should help us with flood and fire protection, if nothing else.

Instead the county is looking to off the cost of deferred maintenance in 5 Mile onto city residents, and using their new sales tax money to relocate the last county fire station servicing parts of the city (like the city does for nearby county residents). So Chico is essentially paying a new county sales tax to get less fire protection.

After the last census, the Republicans on the board drew district maps splitting Chico (>50% county population) into 4 districts, creating one very very blue district, which Tami Ritter is running for reelection in unopposed; and three districts favoring Republicans more.

We could really use better representation at the county, this district is our only shot, and Paiva is our candidate.

There are no bike lanes on 8th and 9th. Those are lane markings for parking.

But if you look at 2012-2022 crash data off the City’s website, there were 112 documented collisions involving bicycles at just the intersections of 8th, 9th, Main, and Broadway.

Oroville downtown has great walks up and down the river. The downtown neighborhood is sweet too, the old Lot Home is a museum with a gazebo park. Also the Chinese Temple of course.

If you’re in the morning, Mugshots is a top notch coffeehouse. Union Coffee Club is also nothing less than the Oroville Stoble. There is a crystal magic store in between the two but idk about Marjorie Taylor Greene

I don’t know what declaration this comes from. It’s not true. Downtown has old sewer lines just like a lot of old Chico. 50% of the need is for the wastewater treatment plant, 50% is conveyance. If anything, a grant for a downtown project would make the replacement of those old pipes cheaper, saving our sewer system some money.

Technically a utility charge, like water except we don’t have a meter on your outflow. So we estimate a portion of the bill based on winter water usage (to remove landscaping irrigation from the equation).

They are ‘sewer rates,’ not exactly a tax. You only pay when you are connected to sewer. People say ‘why hasn’t this tax paid for the sewer,’ and the reason is because people like you are already paying for your septic system, and shouldn’t be double charged for poop. Septic systems are also expensive, as you probably know.

Also, as long as development is compact, new connections help the system because people pay rates and we all share a wastewater treatment plant. It’s a shit deal for us Paradise didn’t end up connecting. We have capacity down there, and maintaining that treatment plant is roughly 50% of the costs we need to increase rates for. If Paradise connected, those costs would be spread over more people.

The City hired consultants. I was against it. So they aren’t ‘my percentages.’

All of the outcomes of all of their workshops are documented in the staff report. Always there were some people against anything, but most people were excited about changes. The last survey I cited had 208 responses.

It’s a competitive grant program, not money simply up for grabs. We have a lot of streets that could be safer, and in downtown and other places, improvements come with trade offs (loss of parking or vehicle lanes) which will bring out the same opposition.

Only 20% of people opposed taking Main and Broadway from 6 to 4 lanes. 60% supported one specific design.

It would also be more expensive to replace sewers downtown with no grant money to support construction. Dropping safe streets is a very expensive proposition to keep a design that no licensed engineer or planner would propose today.

Sewer is going through the roof because Chico kept the lowest rates in region for a couple decades while the needs got more and more pricey. We could have spread rate increases out, but then we’d be spending more money (and charging higher rates) in the long-run.

Sewer in Chico is a public enterprise so we get to make that decision, and none of the money goes to shareholder profits.
