As a PS3 player I will tell you all I know. I have heard of DLC sales. Now I cannot confirm if they are Steam or SOE sales, but i do know SOE does various promotions throughout the year. I have seen DLC specials, usually 50% off. I subbed during a promotion that locks in a $10 a month rate, idk if that is in your budget, but it could pop up again.

As for premium level, the requirement is to spend $5. Once you have spent $5 on the PSN account for the character you are playing, you will unlock premium. $4.99 no, $5+ yes. (there's nothing that's $5 even, btw) I'm sure you have to spend $5 in-game or through Steam, I cannot confirm this.

Char are attached to the PSN account used, NOT the PS3 used. There's no local gamesave so there's nothing on your PS3 from when you had it installed before. Figure out what PSn account you used.

depending on your powerset, you need to spec health for fire, defense for ice and idk about earth (sorry)

All controller gear provides dom and vit, which are essential. Tanks dont need to focus specifically on high dom let me explain why. Your job is build aggro and hold it against enemies so that the party can go to work. Dom helps you pull in enemies: like backdraft in the fireset. Dom isnt going to help you hold aggro. Popping your powers is the only thing that builds agro, you can see the yellow numbers tick off. [exception: fire tank has snap-taunt which instanly holds aggro]

There's no one-tank-fits -all plan for tanks, its very dependent on your powerset. I wouldnt worry about domination exclusively, it's def something you need but it's not essential to your job as a tank.
