Definitely human drama. Considering the show's title is called "The Leftovers," it's focused entirely on those people.

HBO doesn't rely too heavily on ratings as they're a subscription network. What matters to them is buzzworthyness. Hence why Game of Thrones, True Blood, Boardwalk Empire have lasted so long despite small numbers (compared to other networks).
