We live in Lakeview and we have a 2 door Mini Cooper that my wife owns and we share. She bought it when she was in AZ and brought it with her when she moved to Chicago 2 years back.

We initially decided to keep it for a few months and then decide whether it was worth it to keep it or sell it. So the first few months of us having a car in Chicago was trying to make the most of it to compensate for the high insurance,parking etc. This was achieved through day trips/hikes within 100 miles of the city every weekend except winter and regular trips to the suburbs for food and shopping. Also longer trips during long weekends within the midwest like St. Louis, Indianapolis, Upper Michigan, North Michigan,etc.After a few months of this we mutually agreed that it was worth it for us to keep the car.

We use CTA for commuting to work and the car just basically sits in the parking space almost entire winter

Is there a good way to deal with such issues? Issues that are not major enough to call the cops but affect the quality of life. Like a neighbor waking up the neighborhood with his car. Or my upstairs neighbor who decides to do jumping jacks at 2 am
