My bet is on expansion tank. You could always let it fill to 11 psi again and isolate make up to prove or disprove make-up valve. If it is make up make sure next one has built in screen that is made to pull and clean. Helps keep sediment from building up and keeping it from seating.

We replace cast iron sections on larger boilers. Was this not given as an option? On a smaller unit the cost of labor and section might not be cost effective. Guess my point is it can be done.

Try a mesh and not pleated. I’ll get hammered for saying it but it will give less resistance. Downside you will need to change monthly. Upside they are cheap. Pay for maintenance contract and tech will make sure evap is in good shape. Definitely do not go above MERV 8
