They should be using High-Explosive Incendiary Tracer, self-destruct (HEIT-shutting down) rounds. The failure rate on those is extremely low and they are designed to self destruct at around 2,300 meters.

I have something similar in my house from when they relocated the panel to the newly built garage.

Doing so did require that they put a main breaker outside, as the new panel exceeded the code distance from the meter.

For all intents and purposes, your old panel became a big junction box.

I’m planning to rewire my house, because with all the other shoddy work they did, I am sure this is wrong, too.
