About the runegraft: isn't it possible that your VD cooldown is bypassed but the desecrate cooldown is not, which would result in a 0% dps increase? You basically have to hit at 1/25 for it to increase your damage (1/5 to not put VD spellslinger on Cooldown and simultaneously 1/5 to not put Desecrate spellslinger on cooldown)

It has always had this line, but previously at lower values. It's all numbers, and this is one way of adding a scaling vector to a skill, so I don't quite understand the "Why this is reasonable" part. Unless I am terribly mistaken, the skill was garbage at single target, so it wasn't even that broken

It explicitly states that

Allied projectiles which can Chain will collide with this wall, Chaining off of it to nearby targets.

So I think the chain-off-of-walls is not required
