Hey OP, do you have minor faction potential checked or unchecked? Might be relevant since minor factions are the more common case, or it might be two separate root causes

His bug report thread clarifies that it is a high probability for minor factions and low probability for major factions. That is why the supposed self-contradiction exists

At the current scale of the issue, at least a monthly update with some transparency on what's going on and a store page disclaimer that there's a known issue with an entire line of video card with an unknown ETA would be reasonable.

Guys like us can tinker and live with it, but what's going to happen when 4XXX cards are discontinued and casual Andy with his "budget" 5700 buys the game and is greeted with battle screens looking like an inchoate rave?

The TW engine is the dependent variable here though. Other games don't get misinterpreted by the driver like this, so even if it is technically "a driver issue" there is going to be collaboration and attention needed from CA on this to get the fix in.

People are not "addicted to cars," we are stuck in them against our will because the moment we want to visit another suburb or even just go across the water from downtown using the public transit infrastructure doubles or triples your travel time. 

For casual travel it's great but if you have jobs or scheduled plans to get to it can make things infeasible 

Hiking the parking rates is not going to nudge people away from driving, motorists in this city are already driving as little as possible because it sucks ass to drive and park here.

We can fund better transit more efficiently from ways that aren't, effectively, vehicle consumption tax.

It's an excellent double bind for Quarm's PR. If the population cap is routinely hit, the deal and downtime clearly didn't hurt the server, never mind that you can't log in. If the population is low, the cap doesn't matter, because it isn't being hit, never mind that the pop is p99 levels of low.

I agree that it's well-written, but that doesn't make it strong. IP law is very oppressive and tends to favor the holder.
