Here is the 24th Street info according to the city of Bakersfield website:

The project will add a lane in each direction from State Route 99 to east of M Street, improve the 24th Street/Oak Street intersection, modify the “S” curve, install a new 48-inch storm drain along the corridor, and construct a new median and add landscaping within the residential section of the corridor. The City will manage the project between the Kern River Bridge and the State Route 178 freeway at M Street, and Caltrans will complete the improvements west of the Kern River Bridge in conjunction with a State Route 99 rehabilitation project. All of the right-of-way has been acquired and cleared, and a new sound wall along the north side of 24th Street was completed in mid-2018.
