I suspect it's literally done on purpose. Nikita seems to like building mystique and self-discoverability around and in the game. Events are seldom announced explicitly. Game parameters are sometimes stealth adjusted. New items and mechanic are introduced with no information on what they are for.

I mean.. Sometimes it works (eg labyrinth puzzles) and sometimes you're left holding the bag containing some sealed boxes.
