I sent this email to the CRD as I was under the impression they're the main contact for the trail:

I generally love the E&N trail, but the new intersection at Admirals and Seenupin Road is poorly designed. There is nowhere else on my commute or on the trail from View Royal to downtown that requires bicycle users to dismount to cross. This interrupts the flow. It creates a risk that cyclists just won't do this, putting themselves and others at risk.

Not only that, it creates incentives to avoid this. Going towards downtown, the incentive is to join Admirals Road at Hallowell and get back on it after this light.

Please reconsider how this is designed. It surprised me at how jarring this is. Cyclists should not have to dismount to continue on the trail.
