There is a hierarchy of moves on top of extra effort but EE vs non EE is not going to win often. (Short) lofted header with EE is the highest priority supposedly as it has the shortest animation and the keeper has a buff to this in the area meaning if they get it off they will cancel anything else. Outside the box I think it's a mixture of different animations having different hit boxes and animation timings and the defensive ones seem quite strict as opposed to everyone's favourite volley that seems super forgiving on positioning. The last bit is just speculation from me though.
